The initial reception of migrants and refugees has been greatly affected by the lockdown measures. Few steps have been taken by State authorities to guarantee the continuity of services. Thus, in March, the registration of asylum applications was suspended in the Île-de-France region, due to the State's inability to ensure secure access, from a health point of view, to the registration and application processing points. The Council of State judged this suspension to be contrary to the fundamental right to asylum.
